It is said that during the Konin period (809-823), Emperor Saga received an oracle from Sumiyoshi Myojin (one of the three great gods of Sumiyoshi) in a dream instructing him to enshrine Kobo Daishi (a famous monk) in the area.
The Emperor issued an Imperial order to build a monk's living quarters and to erect the Shichidogaran (the seven major structures of a temple compound).
The "Dokko no Taki" waterfall graces the approach to the Fudo Buddhist statues and is decorated with beautiful colored leaves in autumn.
